Historical Justice for 4U1A: A New Initiative to Review DXCC Status

At the start of 2026, the Amateur Radio Club at the Vienna International Centre (ARCDXC 4U1A) officially resumed its efforts to have our station recognized as a separate entity on the DXCC Award list.

Our Position: Our goal is not to request the creation of a “new country” based on political motives, but rather to rectify a long-standing administrative inconsistency and correct a historical error.

Currently, the DXCC program recognizes the United Nations Headquarters in New York (4U1UN) and Geneva (4U1ITU) as separate entities. However, the UN Headquarters in Vienna (4U1A)—which possesses an identical legal status of extraterritoriality, its own United Nations Postal Administration (UNPA), and full administrative independence from the host nation’s regulatory body—continues to be erroneously classified as part of Austria.

To support our case, a comprehensive petition has been submitted to the ARRL DX Advisory Committee (DXAC), which includes:

We are convinced that the recognition of 4U1A will not only restore justice but also strengthen the integrity of the DXCC program by ensuring that its rules are applied consistently, transparently, and universally.
